White paper on "Hong Kong: Democratic Progress Under the Framework of One Country, Two Systems"The State Council Information Office published on December 20 the white paper on "Hong Kong: Democratic Progress under the Framework of One Country, Two Systems".The white paper is of profound importance and, taking the opportunity of the successful running of the first Legislative Council election following the improved electoral system, clearly shows that the Central Government is committed to developing democracy in the Hong Kong Special Administrative Region (HKSAR). It underscores that the Central Government has been supporting democratic development in the HKSAR in accordance with the relevant provisions of the Basic Law since Hong Kong's return to the Motherland in 1997. The publication of the white paper has provided strong justifications for the work done by the Central Government and HKSAR Government to improve the city’s electoral system in order to implement the principle of "patriots administering Hong Kong". Hong Kong, China participates actively in APEC 2021 Economic Leaders' WeekHong Kong, China actively participated in the APEC 2021 Economic Leaders' Week, pledging support for international cooperation in fighting against the pandemic and championing free trade as a solution for the post-pandemic global economy recovery.Speaking at the Economic Leaders' Meeting, the Chief Executive, Mrs Carrie Lam, stressed Hong Kong, China's determination to join all APEC member economies to navigate through the pandemic, and the importance to guard against resurgence of the pandemic which would set back some of the progress made in the road to recovery. She noted that Hong Kong, China has donated 7.5 million doses of COVID vaccine to the World Health Organization's COVAX to help vulnerable countries fight the pandemic. She also gave an account of Hong Kong, China's reassuring economic outlook. "Being one of the world's freest economies, sixth largest trading entity and third largest destination of foreign direct investment, we are benefiting from the revitalised manufacturing activities and resumption of demands around the world as shown by our 14.2 per cent year-on-year growth in goods export in the third quarter of this year. Our economy has grown by 7.0 per cent year-on-year in the first nine months and we are expecting 6.4 per cent for the whole year," said Mrs Lam. At the APEC Ministerial Meeting, Secretary for Commerce and Econimic Development Mr Edward Yau called upon member economies to maintain an open, reliable and predictable trade environment for robust economic recovery in the region. He reiterated Hong Kong’s readiness to join RCEP and highlighted our support for the sustainable development agenda, including the Hong Kong Climate Action Plan 2050 and the development of green finance. |

HKETO visits BaliAt the invitation of Bali Chamber of Commerce and Industry (Bali KADIN), Mr Law Kin-wai, Director-General, Hong Kong Economic and Trade Office (HKETO) attended the KADIN National Conference hosted by KADIN Chairman, Mr Arsjad Rasjid held at Bali Nusa Dua Convention Centre from 2 to 4 December 2021. Indonesian President H.E. Joko Widodo (President Jokowi) was invited to grace the Opening Ceremony to deliver remarks. Other prominent government officials also attended include Mr Bambang Soesatyo, Chairman of People’s Consultative Assembly; Mr Airlangga Hartarto, Coordinating Minister for Economic Affairs; Mr Luhut Binsar Pandjaitan, Coordinating Minister for Maritime Affairs and Investment; Mr Pratikno, Minister of State Secretariat; Ms Sri Mulyani, Minister of Finance; Mr Bahlil Lahadalia, Minister of Investment; Ms Ida Fauziyah, Minister of Manpower; and Mr Agus Gumiwang Kartasasmita, Minister of Industry.During this official trip, our office had fruitful meetings with Bali KADIN, and also local chapters of the Indonesian Employers Association (APINDO Bali) and the Indonesian Young Entrepreneurs Association (HIPMI Bali) as well as representatives of the Ministry of Tourism and Creative Economy. We were also delighted to meet many Hong Kong people living and working in Bali. |

Establishment of AALCO Hong Kong Regional Arbitration CentreThe AALCO Hong Kong Regional Arbitration Centre was officially announced on 29 November, 2021 at the 59th Annual Session of the Asian-African Legal Consultative Organization (AALCO), followed by an unveiling ceremony which marked a major milestone in the development and promotion of Hong Kong as an international legal and dispute resolution services hub.Secretary for Justice, Ms Teresa Cheng, SC, was elected the President of the 59th Annual Session of AALCO at the Inaugural Session and chaired the three-day meeting. She highlighted that securing international organisations to hold decision-making conferences in Hong Kong strengthens our city’s position as a centre for international legal and dispute resolution services in the Asia-Pacific region. The Department of Justice will continue to actively foster international legal co-operation and exchange. |

Hong Kong launches e-visa schemeImmigration Department launched the electronic services for visa application and e-Visa arrangement on 28 December 2021, under which applicants can complete the entire visa application process online without having to visit an immigration office in person. Once their applications are approved, the e-Visa can be downloaded, printed and saved as a PDF file on a mobile device. Click here for more details. |

Windsurfers light up Victoria HarbourThe Tokyo 2020 Olympic Games Mainland Olympians delegation visited Hong Kong on 3 – 5 December, gathering cheers from the crowds in Hong Kong. The delegation met various different sectors in Hong Kong during the visit, with the climax being a "Mainland Olympians Variety Show" where the athletes demonstrated their talent in various sports and skill contests. |
