A Bright Prospect for Hong Kong under the National 14th Five-Year Plan

As you are aware, Hong Kong has faced unprecedented challenges over the past years. By firmly upholding the “One Country, Two Systems” principle and safeguarding national security as well as with the Central Government’s strong support, Hong Kong has weathered the storm and is progressing steadily. Particularly, the "Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through the Year 2035" (the 14th Five-Year Plan) recently approved in the fourth session of the 13th National People’s Congress of China will support the further development of Hong Kong. I would like to share with you the significant aspects.

The 14th Five-Year Plan is the blueprint and action agenda for the social and economic development of China in the next five years. It continues to incorporate Hong Kong in various areas, demonstrating the Central Government's strong support for maintaining our city’s long-term prosperity and stability and providing an historic opportunity for the future development of Hong Kong. It also enables Hong Kong to complement the overall national development strategies under the "One Country, Two Systems" principle.

On economic development, the 14th Five-Year Plan continues to support Hong Kong to enhance our status as an international financial, transportation and trade centre; to strengthen our status as a global offshore Renminbi business hub, an international asset management centre and a risk management centre; to establish our city as a centre for international legal and dispute resolution services in the Asia-Pacific region; and to promote service industries for high-end and high value-added development. Furthermore, the 14th Five-Year Plan supports Hong Kong to enhance our status as an international aviation hub, to develop into an international innovation and technology hub and a regional intellectual property trading centre, and to develop into a hub for arts and cultural exchanges between China and the rest of the world. Hong Kong will continue to press ahead with measures in bolstering our city's competitiveness in the relevant sectors.

Furthermore, the 14th Five-Year Plan includes the support for the development of a high-quality Guangdong-Hong Kong-Macao Greater Bay Area (GBA). It mentions the deepening and widening of mutual access between the financial markets of Hong Kong and the Mainland of China and strengthening exchanges and co-operation on different fronts, and includes the Shenzhen-Hong Kong Loop as a major platform of co-operation in the GBA.

As a highly market-oriented city and an international economy underpinned by the rule of law, Hong Kong will actively integrate into our country's overall development, fully participate in the development of the GBA, and seize the important historical and new opportunities that cannot be missed in the further reform and opening up of China. Hong Kong will also capitalise on our strengths to serve our country's needs and play a vital role as a "participant" in domestic circulation and a "facilitator" in international circulation in our country's economic development.

Hong Kong enjoys a high degree of autonomy in handling external affairs under the "One Country, Two Systems" principle. With the support under the 14th Five-Year Plan, Hong Kong will continue to foster co-operation and exchanges with countries and regions around the world and to explore more opportunities for developing bilateral and multilateral co-operation. Together with the implementation of the ASEAN-Hong Kong Free Trade Agreement and the related Investment Agreement, I am confident that there are abundant opportunities for the ASEAN and that Hong Kong will continue to play an indispensable role in the region’s further development in various areas and manners. I do look forward to even closer and broader bilateral ties between Hong Kong and the ASEAN in the years to come.
